On-road vs ex-showroom price — why your ₹10 L car costs ₹12 L

Quick answer: On-road price = ex-showroom + RTO road tax (5-21% by state) + insurance (~3%) + smart card / FASTag / hypothecation (~₹4,000). For a ₹10 lakh car, on-road is ₹11.5 L in Gujarat (lowest tax) and ₹12-13 L in Karnataka or Kerala. ₹50,000-1,50,000 difference based purely on which state you register in.
What goes into on-road price
- Ex-showroom price — manufacturer's sticker price (includes excise + GST).
- RTO road tax — paid to the state, lifetime for private vehicles. Biggest variable.
- Insurance (1st year) — comprehensive cover, ~3% of ex-showroom. Mandatory.
- Hypothecation fee — ~₹1,500, only if on loan.
- Smart card / number plate — ₹500-1,500.
- FASTag — ₹500-700.
- Handling charges — sometimes ₹3,000-10,000 (negotiable; often optional).

State-by-state spread (₹10 L petrol car)
| State | RTO % | RTO tax | Total on-road |
|---|---|---|---|
| Gujarat | 6% | ₹60,000 | ₹10,90,000 |
| Andhra Pradesh | 12% | ₹1,20,000 | ₹11,55,000 |
| Tamil Nadu | 10% | ₹1,00,000 | ₹11,35,000 |
| Maharashtra | 11% | ₹1,10,000 | ₹11,45,000 |
| Karnataka | 13% | ₹1,30,000 | ₹11,65,000 |
| Kerala | 12-21% | ₹1,20,000+ | ₹11,55,000+ |
A buyer in Gujarat saves ~₹70,000 vs Karnataka — same car, same dealer. Some salespeople from border districts know this and quote cross-state options. Check legal fine print: most states require registration where you reside.
EVs are dramatically cheaper
Most Indian states give 0% road tax for EVs, and central government adds:
- 5% GST (vs 28% on ICE cars)
- ₹15,000 PMP subsidy under FAME-II for two-wheelers
A ₹10 L equivalent EV often costs ₹10.4-10.8 L on-road — ₹1-1.5 L cheaper than comparable petrol. The big economic case for EVs in India isn't fuel savings; it's the lower upfront price.
Hidden / negotiable costs
- Handling charges (₹3-10k) — generally illegal; push back.
- Logistics charges (₹2-5k) — may be valid if shipped from another state.
- PDI charges — should be free; refuse if charged.
- Mandatory accessories pack (₹15-50k) — often optional; shop around.
- Mandatory paid extended warranty — usually optional in fine print.
Read the proforma invoice carefully. ₹20-50k of unnecessary fees is common.
Insurance: comprehensive vs third-party
- Third-party (mandatory): ~₹2,500-4,000/year. Covers damage you cause to others.
- Comprehensive (own damage + 3rd party): ~3% of car value year 1, drops 8-10%/year.
Most dealers bundle 1-year comprehensive with on-road price. You can buy from any insurer (Bajaj, Acko, ICICI Lombard, Digit) — often 20-30% cheaper than dealer's in-house option.
Re-registration when moving states
If you move (e.g. Maharashtra → Karnataka) with your car, you have 12 months before mandatory re-registration. New state:
- Refunds pro-rata of original road tax (slow, 6-12 months)
- Charges fresh road tax at the new rate
You effectively pay road tax twice during the process. Plan car purchases around career mobility.
FAQ
Q. Why are RTO taxes different across states? A. Vehicles are state subjects in the Constitution. Each state legislature sets road tax — major revenue source.
Q. Is RTO tax one-time? A. For private vehicles, yes — paid once at registration, valid 15 years (extendable on green tax). Commercial vehicles pay annually.
Q. Are on-road prices negotiable? A. Ex-showroom + RTO tax + mandatory insurance are mostly fixed. Dealer handling charges and accessories are absolutely negotiable. Discounts on ex-showroom are seasonal (year-end best).
Q. Can I get RTO tax waived for an EV? A. Yes — most states give 0% or heavy discount. Verify with state RTO before booking.
Q. Is dealer insurance mandatory? A. Only third-party is legally mandatory (~₹2,500). Comprehensive cover from any insurer is acceptable. Compare 3-4 quotes before accepting dealer's default.
